HONGKONG. 26th. Karch, 1914.
With reference to your Confidential Despatch of the 18th. ultimo and to my Despatch No. 59 of the 24th. ultimo, I have the honour to inform you that I have informed Vice-Admiral Sir Martyn Jerram that this Government will gladly avail itself of the services of Naval Officers to select the site and to supervise the erection of the Station. It is necessary, that the contractors should supply full particulars of
(a) the area required for the Station;

however,
(b) the nature and size of the engines and apparatus; and (c) the staff required for the working of the Station.
It will be possible then to design the necessary buildings.

I take this opportunity of confirming my cypher telegram of the 21st. instant paraphrase of which is enclosed.
3.
Should the suggestion made by Sir Martyn Jerram lead to an arrangement by which the Commercial Station will be under the sole control of the Colonial Government.it would, I think, be preferable that the contractors should, as suggested in your Despatch No. 333 of the 30th. October, 1913, send out their 73 own engineer to select the site and erect the Station.
